If you live near NUMC you are aware of blocked driveways, littered streets and car doors slamming at virtually all hours. WHY?? Because hospital staff parks in their private lot, A few others use the pay-to-park lot and the rest in the local streets.
When all parking was free there were no local problems. Thanks for nothing NUMC!!

In the meantime send me a map where the "Free" parking lot you mention in NUMC is located and I'll paste a copy on the visiting vehicles in my area.
